Call for Help at Car Wash Leads to DUI Arrest

Thurs., April 13
Erin K. Kennedy, age 40 of Wasilla, was arrested on an outstanding warrant and issued a citation for Failure to Appear after an APD patrol officer discovered a Nissan parked in the Eagle River Wal-Mart parking lot in the 18600 block of the Eagle River Road with license plates that belonged to a Subaru. The registration on the plates was also expired since 2011. The Nissan was impounded for safekeeping.
Sun., April 16
Oscar K. Kawagley, age 49 of Anchorage, was arrested for alleged operation of a motor vehicle under the influence. The arrest was made in the 16300 block of Artillery Road in Eagle River. Leading up to the arrest, an APD patrol officer conducted a traffic stop for a vehicle that was observed as being unable to maintain its lane while driving on the Glenn Highway. According to police reports, the patrol officer found an open beer container in the vehicle when contact with the driver was made.
Officers responded to Walmart in response to reports of a female who had shoplifted items from the store. Police located a woman in the parking lot – later identified as Lacey A. Strassburg, age 22 of Anchorage – who matched the suspect description. The stolen items were located inside the backpack Strassburg was carrying. Walmart chose not to press theft charges because all of the merchandise was returned to the store. Strassburg was trespassed from the store and jailed on two unrelated outstanding warrants.
Mon., April 17
Andy L. Barnes, age 20 of Chugiak, was arrested based on an outstanding warrant after an APD officer made contact with Barnes who had parked his vehicle in a business parking lot after normal business hours.
A 1988 Honda Civic was reported stolen from the 10300 block of the E. Eagle River Road by its owner who said the theft occurred while parked outside the owner’s workplace. Alaska State Troopers recovered the vehicle the same day at a location not released by the APD.
Tues., April 18
A random locker search at Gruening Middle School in the 9600 block of Lee Street in Eagle River produced a prohibited knife being in the possession of a student. The knife was in the backpack secured in the locker. A junior high school student was charged with Misconduct Involving a Weapon IV. Because the student is underage, identity is not being released by the police department. The student was released to parental custody.
Beth J. McCombs, age 57 of Eagle River, was arrested for alleged operation of a motor vehicle under the influence and for alleged refusal to provide a breath sample. The incident occurred in the 21000 block of Bill Stephens Dr. in Chugiak after police officers responded to a report of a woman screaming for help inside of a car wash.
Wed., April 19
A citizen called police to report their belief that a firearm had been stolen from their vehicle while parked at their workplace in the 16600 block of Centerfield Drive in Eagle River. According to police reports, the citizen believes the theft happened “quite some time ago,” but was being reported at the time of contacting police.
